Union-backed AB 421 guts the 112-year-old right of voters under California’s constitution to put initiatives and referendums on the ballot, an essential mechanism for voters to keep the state legislature in check. AB 421 changes the requirements for a measure to qualify for the ballot to make it out of reach for voters and grassroots groups, and exempts unions from the new requirements.
