Similar to SB 28 but with less details, AB 247 would create the Kindergarten Through Community College Public Education Facilities Bond Act of 2024 as a state general obligation bond act that would provide an unspecified amount to construct and modernize education facilities. This bond act would become operative only if approved by the voters at an unspecified 2024 statewide election. Like SB 28, AB 247 is an unnecessary statewide bond to build more school buildings when California’s student population is plummeting. If local school districts want to expand or modernize their facilities, they are free to do so without asking taxpayers in other districts to take on massive statewide debt.
