Summary

This California constitutional amendment would impose additional taxes: (excise tax, payroll taxes, and a State Personal Income CalCare Tax) to all Californians who make over $149,000 to fund comprehensive universal single-payer health care coverage for every resident of the state.

It would also authorize the Legislature to increase any or all of these tax rates by a statute passed by majority vote of both chambers of the Legislature – rather than by a vote of 2/3rds. Backed by the California Nurses Association.
