Now that we know government unions are using nondisclosure agreements as they negotiate state law, this will would prohibit lobbyists, legislators, public officials and employees acting in their official capacity from entering into, or requesting that another party enter into, a nondisclosure agreement relating to the drafting, negotiation, discussion, or creation of legislation. Legislation should be negotiated in public, not in backrooms under duress.
