Holding Government Accountable

California Policy Center launched the California Justice Center to restore citizen control of government in line with constitutional principles. For too long, California’s majority-party and unelected bureaucrats have used their power to enact laws and regulations that have destroyed small businesses, undermined our schools, and infringed on the rights of Californians. CPC recognized the need for a state-based legal effort to return California government to its rightful role: serving the people, not controlling their lives.

President, California Justice Center

Recently appointed as President of California Justice Center, Emily served as senior counsel at the Liberty Justice Center, where she litigated cases to protect individual liberties, prevent government overreach, and preserve other constitutional rights. She was the lead attorney in several cases, including:

  • California v. Chino Valley Unified School District, defending Chino’s parental notification policy
  • California Department of Education v. Rocklin Unified School District, defending Rocklin’s parental notification policy, and
  • Chino Valley Unified School District v. Newsom, challenging AB 1955, a California law that prohibits parental notification policies.

Before her work with Liberty Justice Center, Emily was a senior associate in Orrick, Herrington & Sutcliffe’s downtown Los Angeles office, where she started her career in 2015. While at Orrick, Emily practiced law in the firm’s Complex Litigation & Dispute Resolution group, focused primarily on contract disputes and business torts. She also devoted hundreds of hours to pro bono cases concerning important constitutional law issues.

Emily graduated from the University of Texas School of Law where she was an articles editor for the Texas Review of Law & Politics and the vice president of the school’s Federalist Society chapter. Emily holds a B.A. in political science from Azusa Pacific University and a J.D. from University of Texas School of Law.
