CPC board promotes Will Swaim to CEO, Jackson Reese to President

The California Policy Center is pleased to announce that Will Swaim has been named Chief Executive Officer of the organization, and longtime Executive Vice President Jackson Reese has been promoted to President.

The board approved the promotions to ensure CPC’s continued growth and long-term mission. Swaim will continue leading CPC as CEO, advancing the organization’s strategic vision and external engagement as CPC expands its statewide impact. As President, Reese will oversee operations, development, programs, and day-to-day execution, ensuring CPC can scale responsibly while preserving its mission and culture.

The move comes as CPC increases its policy and litigation capacity, invests in parent-led movements, and holds the largest government unions in the country accountable.

“CPC remains focused on building a better California. Will and Jackson are a formidable team who will continue to grow CPC’s influence and impact statewide,” said CPC Board Chairman and co-founder Bob Loewen.

“Jackson has been a driving force behind CPC’s growth, professionalism, and strategic clarity,” said CEO Will Swaim. “His leadership, his values, and his rigorous focus on execution have already strengthened this organization. CPC is gaining a president with a builder’s mindset and a deep commitment to California’s future.”
