Assembly Bill 1604, introduced by Assemblymember Mia Bonta (D-Oakland), seeks to increase regulation and requirements for charter schools to receive the Charter School Facility Grant Program, which provides assistance with facilities rent and lease costs for pupils in charter schools. The bill introduces a list of new requirements that affect admissions preferences, funding, and nonprofit status for charter schools. 

AB 1604 intentionally targets charter schools to create more obstacles for them. 

According to the California Charter School Association, “Any proposed changes to the CSFGP under AB 1604 creates the risk of increasing costs for and undermining the high-quality facility arrangements that charter schools and their low-income students are currently accessing, with potentially disastrous results for the most high-need communities in the state.”
