Union-backed Assembly Bill 421 — introduced by Assemblyman Isaac G. Bryan (D-Culver City) — guts the 112-year-old right of voters under California’s constitution to put initiatives and referendums on the ballot, an essential mechanism for voters to keep the state legislature in check. 

AB 421 changes the requirements for a measure to qualify for the ballot to make it out of reach for voters and grassroots groups, and exempts unions from the new requirements.The bill is being pushed by the powerful government unions that control the state legislature that want to take away voters’ power to recall politicians or veto laws passed by the one-party-ruled legislature.
