AB 84  threatens the flexibility and innovation that make charter schools—especially homeschool and nonclassroom-based models—so valuable for families.

These schools serve students with a wide range of learning needs, including those who are struggling in traditional classrooms. From children with special education plans to those who need flexible schedules, personalized support, or enrichment beyond what their local district provides, charter schools have become a lifeline. Many of these students are among our most vulnerable—yet AB 84 would make it harder, not easier, for them to access a quality education.

AB 84 would dismantle educational alternatives that work. It would:

  1. Impose new mandates and unnecessary regulatory hurdles on charter schools, despite existing accountability standards for charters that already include annual audits, charter renewals, and compliance reviews.
  2. Strip local school boards—especially in smaller districts—of the ability to authorize or expand innovative charter school models that respond to local needs.
  3. Cut funding without due process for homeschool and flexible-learning charters, even though these programs still require curriculum, credentialed staff, and student testing.
  4. Force all charter schools into a rigid system designed to limit educational choice and expand union and bureaucratic control.

This bill doesn’t solve real problems. It makes life harder for families who need better education options.
