Senate Bill 274 takes discipline out of California’s schools and puts other students at risk both for their personal safety and their learning. SB 274, introduced by Senator Nancy Skinner (D-Berkeley), eliminates the ability of schools to suspend or expel students for disrupting school activities or willfully defying the valid authority of teachers, school officials, or other school personnel. The bill also prohibits schools from suspending or expelling a student based on school absence or truancy. 

Removing the ability of schools to hold students accountable for their behavior puts student and teacher safety at risk, and will send a message to students that disruptive behavior is tolerated.
