Emily Rae Joins California Policy Center as Director of California Justice Center
Los Angeles (September 22, 2025) — The California Policy Center (CPC) announced today that attorney Emily Rae has joined the organization to lead the California Justice Center, CPC’s public interest law firm defending the constitutional rights of Californians.
“California politicians are notorious for violating the rights of Californians to work, start families, launch businesses and buy life’s necessities,” said CPC president Will Swaim in announcing Rae’s arrival. “We’ve worked alongside Emily for years, watching with admiration as she fights those politicians in defense of ordinary Californians.”
“I’ve spent years litigating cases to protect Californians’ rights, and am excited to continue fighting for Californians’ freedom from my new position at the California Justice Center,” said Emily Rae.
Emily served as senior counsel at the Liberty Justice Center, where she litigated cases to protect individual liberties, prevent government overreach, and preserve other constitutional rights. She was the lead attorney in several cases, including:
- California v. Chino Valley Unified School District, defending Chino’s parental notification policy
- California Department of Education v. Rocklin Unified School District, defending Rocklin’s parental notification policy, and
- Chino Valley Unified School District v. Newsom, challenging AB 1955, a California law that prohibits parental notification policies.
Before her work with Liberty Justice Center, Emily was a senior associate in Orrick, Herrington & Sutcliffe’s downtown Los Angeles office, where she started her career in 2015. While at Orrick, Emily practiced law in the firm’s Complex Litigation & Dispute Resolution group, focused primarily on contract disputes and business torts. She also devoted hundreds of hours to pro bono cases concerning important constitutional law issues.
Emily graduated from the University of Texas School of Law where she was an articles editor for the Texas Review of Law & Politics and the vice president of the school’s Federalist Society chapter. Emily holds a B.A. in political science from Azusa Pacific University and a J.D. from University of Texas.
She succeeds Julie Hamill, who founded the California Justice Center and recently joined the U.S. Attorney’s Office in Los Angeles as an Assistant U.S. Attorney.
