SUPPORT
Senate Bill 64 would establish School Choice Flex Accounts (SCFA) and Special Education Flex Accounts (SEFA) for K–12 students who choose to attend private schools, using public funds that would have otherwise supported their education in public schools. From the 2027–28 to 2030–31 school years, eligibility is income-based, expanding to all K–12 students in 2031–32.
Eligible students will receive annual deposits for tuition and approved educational expenses. Unused funds each year will return to the state for elementary and secondary education. SB 64 provides families with a flexible funding model, allowing public education dollars to follow students to the schools that best meet their needs.
This measure would take effect only if its companion bill, Senate Constitutional Amendment (SCA 1), is approved by California voters.
